In a significant move aimed at addressing a long-standing issue, state-run universities in Bihar have been instructed to expedite the issuance of degrees to students who have completed their courses. This directive, issued by the Lok Bhavan, calls for a mission-mode approach to eliminate the backlog of pending degrees, a problem that has persisted from 2010 to 2024.

The initiative is being driven by concerns that delays in issuing degrees have adversely impacted students' opportunities for higher education and employment. Additional Chief Secretary to the Governor, Dipak Kumar Singh, emphasized in a letter to the vice-chancellors that resolving this backlog is critical for students' career progression.

To accomplish this task, universities have been asked to prioritize the printing and distribution of degrees. They are also required to submit detailed status reports by July 2026, outlining their progress in clearing the backlog for both undergraduate and postgraduate courses. Additionally, the formation of dedicated 'degree monitoring cells' has been mandated to oversee the process, identify challenges, and ensure timely issuance of degrees.
